What You’ll Do?

  • Conduct or coordinate periodic quality audits of contractors working at the refinery, identify improvement areas, ensure findings are documented, and follow up on corrective actions.
  • Coordinate third-party inspection activities for fabrication works performed outside the refinery.
  • Manage and coordinate third-party contractors working within the refinery, including the review and approval of progress payments and related contractual deliverables.
  • Fulfill construction-related responsibilities within QA/QC systems and software platforms such as Unifier, and similar applications, including responding to material submittals, managing and replying to RFI requests, recording RFI outcomes, issuing NCR and Observation Reports, and reviewing and commenting on contractor ITP submissions.
  • Perform field quality control and inspection activities for reinforced concrete, structural steel, and other civil works to ensure compliance with TÜPRAŞ technical specifications, approved drawings, applicable codes and standards, and relevant regulations.
  • Review incoming Requests for Inspection (RFI) and execute field inspection, surveillance, and acceptance activities.
  • Determine acceptance or rejection of completed works based on inspection outcomes and ensure that all related records, reports, and quality documentation are prepared, controlled, and archived accurately.
  • Prepare Non-Conformance Reports (NCRs) for identified deficiencies, coordinate with relevant stakeholders, monitor corrective actions, and ensure effective closure of non-conformities.
  • Contribute to the development and improvement of project-specific Quality Assurance (QA) and Quality Control (QC) systems, procedures, and practices, ensuring quality requirements are implemented by all project stakeholders.
  • Review, evaluate, and verify contractor-submitted Method Statements, Inspection and Test Plans (ITPs), quality procedures, and other technical quality documents for compliance with project quality requirements; provide comments and drive necessary revisions and improvements.
  • Work closely with design teams, project engineers, operations personnel, and contractors to resolve quality-related technical issues and minimize project quality risks.
  • Ensure effective management and maintenance of inspection reports, laboratory test results, certificates, material compliance records, and other quality documentation.
  • Lead quality activities during Pre-Commissioning, Commissioning, and Handover phases, ensuring project quality dossiers, final QA/QC documentation, and turnover records are completed accurately and comprehensively.
  • Organize and lead regular quality coordination meetings with contractors and project teams, ensuring follow-up and closure of agreed actions.
  • Manage a team of construction inspectors and quality inspectors, coordinating planning, assignment, monitoring of field activities, and timely preparation of quality records.
  • Ensure that critical quality control activities such as concrete pouring, reinforcement installation, laboratory and field testing of concrete and rebar, earthworks, geotechnical testing, structural steel fit-up and torque checks, welding inspections, and pile load and integrity testing are carried out in accordance with project specifications and quality requirements.
  • Conduct technical quality evaluations during the approval process of construction materials submitted by contractors and verify compliance with project specifications, international standards, and technical requirements.
  • Evaluate the effectiveness of contractor quality systems, perform quality audits, and contribute to continuous improvement initiatives to enhance overall project quality performance.
  • Conduct Quality Management System (QMS) audits of contractors, monitor improvement action plans, and support continuous enhancement of quality performance.
  • Continuously monitor and promote awareness of technological and industry developments, as well as changes in relevant regulations and standards, and develop recommendations for their implementation within responsible areas.
  • Ensure compliance with occupational health and safety requirements within the area of responsibility, perform necessary controls to prevent accidents, and provide guidance and direction to team members and contractors as required.
  • Effectively carry out planning, implementation, monitoring, and continuous improvement activities related to the Integrated Management System within the scope of authority and responsibility, including matters directly or indirectly affecting the department.
